The traditional owners of land in the Tennant Creek Mineral Field are represented by the Central Land Council, or “CLC”.
The Cental Land Council is a representative body promoting Aboriginal rights. It is a statutory authority under the Aboriginal Land Rights (Northern Territory) Act 1976 and also has functions under the Native Title Act 1993 and the Pastoral Land Act 1992.

The Aboriginal Land Rights (Northern Territory) Act 1976 legislates that mining and exploration companies must obtain the consent of, and in certain cases agreement with the traditional owners, for the grant of mineral rights and to gain access and explore on Aboriginal lands.
There are two types of aboriginal land rights within the Tennant Creek Mineral Field:
1. The Aboriginal Land Rights Act (NT) 1996 provides for Aboriginal freehold land, vested in the name of the Warumungu Aboriginal Land Trust, and
2. The Native Title Act applies to Partta Aboriginal Corporation Land (NT freehold title) as well as land under Pastoral Lease in the area.
Emmerson Resources are party to nine separate agreements with the Central Land Council (four agreements covering Aboriginal Freehold Land, five agreements covering Pastoral Lease). These agreements detail the terms and conditions pertaining to Emmerson Resources' exploration access, activities and future mine development on these lands.

Each agreement includes various provisions, including but not limited to:
1. The protection of sacred sites and aboriginal interests.
2. Environmental protection and rehabilitation.
3. Aboriginal employment.
4. Work planning and execution.
5. Compensation and other payments.
